Obituary

James "Jim" Lloyd Riggs, 69, of Charleston passed away to be with the Lord on Tuesday, June 28, 2016 after a long battle with health issues.

He was born in Charleston on January 2, 1947 to Jackson and Macel Riggs.

He graduated from Sherman High School in 1963 at the age of 16 after being double promoted. He would graduate from the West Virginia Institute of Technology with a degree in mechanical engineering in 1968. Jim began a career that year with the WV Department of Highways as a professional civil engineer that would span over 40 years. He would serve as one the youngest district engineers in the history of the state and go on to manage many highway programs throughout his career.

He married the love of his life Vivian "Jeanne" Riggs in 1972. They would be married for 39 years until her passing from cancer in 2011. She was his soul mate.

Jim was a member of Starcher Baptist Church. He loved his church family.

Jim was preceded in death by his father, Jackson Riggs, and his mother, Macel Riggs.

Left behind to honor and treasure his memory are his sons, Lieutenant Colonel Jonathan L. Riggs USMC (daughter-in-law Rebecca) and Sean C. Riggs Technical Sergeant USAF (daughter-in-law Sabrina); mother-in-law Clara "Jimmie" Collins; sister-in-law Renee Pilsbury; sisters, Karen Bowling, Shelia Ballard, and Marcia Dumbrowsky: brother, William Riggs; grandsons, Joshua, Jacob and Alexander; nieces and nephews; and his church family, co-workers and friends.

Jim was a devoted husband and father. He dearly loved his sons, grandsons, and most importantly, his Jeanne. He is now with the Lord and reunited with the love of his life, his wife. He will be missed dearly.

Funeral service will be at 11 a.m. Saturday, July 2, at Starcher Baptist Church with the Rev. David Workman officiating. Burial will follow in Tyler Mountain Memory Gardens.

Friends may call at Keller Funeral Home, Friday July 1 from 6 to 8 p.m. and one hour prior to the service at the church.
